Looking at finish-install.d/10apt-cdrom-setup in apt-setup, I see that
disabling cdrom entries is only intended for netinst, live images and
single-desktop CD image.
This is conform with the following citation from Steve:

Anyway, having the cdrom entry active does not cause real harm, right?
If the user said Yes to the use of a network mirror during installation, he
gets the sources.list entry for that mirror, and if the mirror has later
package versions than the DVD, the version from mirror is used.

If the user does not want (or cannot) use a mirror, the active cdrom entry
is good to have any working entry at all.

So I guess it's intended as it is now.


I'm therefore closing this bug.

PS: I found in finish-install.d/10apt-cdrom-setup that disabling cdrom
entries can be preseeded. However, this is not documented in the
installation-guide appendix preseed. 
I will add it there shortly.
