kbd-chooser is no longer used in the installer (since 2012).
The installer has switched to console-setup/keyboard-configuration.

Comparing a Debian 6 installer against one from Debian 7, it seems to me
that the functionality for choosing keyboard variants was dropped in the
installer with this switch.

Unsure, if this was intended? 
Samuel, any idea? (hmm, this was more than 9 years ago)
