The "debootstrap" command gets installed into "/usr/sbin" so you'll
need to either add that to your PATH, use an explicit full path
(/usr/sbin/debootstrap), or run as root (for whom it should be in PATH
already).

To use it successfully, you'll probably need to be root as well (or
use something like fakeroot).
