Bug#994234: installation-reports: Would be nice if debbootstrap could recognize a link is already ok instead of failing

Comments/Problems:

Didn't want to wipe my root partition, so simply moved away all system directories on the root file system.
debbootstrap then stumbles across the links in /, as it tries to create them unconditionally.
The wish is here, that debbootstrap recongises the links are there instead of failing.

Deleting the links and running the debbootstrap installer step again worked well.

As a remark, an EFI shim for grub is installed - is that a necessary step?
