I'm not sure it's entirely different (and FTAOD I am not in any way suggesting we shouldn't document such things!). We support and document a wide range of things in the installation guide that most people won't need most of the time; we do this because some of our users will need and/or want them, and because the installation guide is the place to document things our users might want to know about installing Debian.
Wanting to run an alternative init system is something we have agreed as a project to support; the best way for our users to pick an alternative is during system install; so the install guide is the place to put that documentation. Plenty of people won't need to look at it, so they can skip over that subsection.
