Bug#987377: rescue-mode: when in graphical mode, locks up one prompt before the shell

Just read that, so did a few more tests:
 1. I just tested Qemu + French locale, I confirm the behavior;
 2. I ensured I was sticking to US Eastern locale on the laptop
    with NVMes, I could get to the shell as well.

The "Enter rescue mode" intro window mentions the corresponding
block device, so might be a clue to pinpoint the issue; hope
this is not a red herring.
