No, I hadn't the bug report handy when I wrote the quick text, but it's
been added a few minutes later:
Fix blocked by […] 987377: rescue-mode: when in graphical mode, locks up one prompt before the shell, […]
so that's about the rescue mode of the installer, rather than about
rescue.target.

I did see this when I was searching for /rescue/ (to get the right
number for the bug mentioned above), but it didn't feel like a bug
report that's been filed 1+ year ago at normal severity could be a
blocker for the release (especially since there was apparently no
follow-up after your suggestion).
For the avoidance of doubt, I didn't dive into rescue.target at all,
so I have no actual opinion regarding that particular issue besides
the initial metadata-based assessment above.
