Bug#981643: debootstrap: variant=buildd: Drop apt.conf.d snippet to set APT::Get::Always-Include-Phased-Updates to true

APT recently introduced support for phased updates, and added some hacks
to disable them in chroots to avoid breaking builders. As this is
somewhat strange to behave differently depending on whether you chroot
into a system or whether it's your /, this will go away eventually.
Please create buildd chroots with
APT::Get::Always-Include-Phased-Updates "true";
in /etc/apt/apt.conf.d/01phased-updates.
Alternatively, we can clone this a few times for each affected package,
and reassign, but I figured a solution at the lowest level is probably
best.
