Hi,
I did some test installations, and I can confirm your findings with the Gnome
desktop environment.
However, when I install the Xfce desktop, everything is fine.
And looking at the locale and keyboard settings under Gnome, it also looks fine
from the installer point of view.
Therefore I think the debian-installer itself does it correctly so far, and
the problem is just in Gnome.
I will file a bugreport for that against gnome and forward your mail to that.

during the installation of Debien in kabyle, I chose the Berber keyboard
(algerie, latin) but after the installation I find displayed in the
parameters that the keyboard displayed is : (dz+la) but it doesn't work,
it's the QWERTY keyboard of the system that works (when I type using the
(dz+la) keyboard I write in QWERTY.
but when I re-install the Berber keyboard ( Algeria, latin) from the
keyboards list and add it, it works perfectly, please have a look at the
attached screenshots
