Yes i confirme that the probleme is in gnome itself. 
I have done an another installation with the  Cinnamon desktop environnement and everything works very well.

from the installer point of view.

Hello again,
during the installation of Debien in kabyle, I chose the Berber keyboard
(algerie, latin) but after the installation I find displayed in the
parameters that the keyboard displayed is : (dz+la) but it doesn't work,
it's the QWERTY keyboard of the system that works (when I type using the
(dz+la) keyboard I write in QWERTY.
but when I re-install the Berber keyboard ( Algeria, latin) from the
keyboards list and add it, it works perfectly, please have a look at the
attached screenshots
