   * What led up to the situation?
      Migration from Stretch to Buster has broken my fully automated VM creation
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
      Install Debian Buster with full preseeding
   * What was the outcome of this action?
      The installation stopped on country question
   * What outcome did you expect instead?
      The installation should finish without user interaction

Comments/Problems:

I have tried many variants of preseeding the three localization
variables without success.
When I preseed any two, the third is asked for.
When preseeding all three, country is asked for.
Also the example (en,NL,en_GB.UTF-8) in
https://www.debian.org/releases/stable/amd64/apbs04.en.html#preseed-l10n
does not work.
I have also tried to using boot parameters preseeding with the same
results.
This has worked in stretch and also in buster-alpha5 and is broken at
least since 10.0, probably since some beta (I did not try them)

My desired values are:
d-i	debian-installer/language	string en
d-i	debian-installer/country	string CH
d-i	debian-installer/fallbacklocale	string en_US.UTF-8
These values are accepted when conviguring via gui (with or without
preseeding).
