Bug#954344: debian installer don't sets PermitRootLogin to yes in ssh config when no regular user are created

Either you're installing while being in front of the machine and you can
tweak if afterwards as you see fit to allow incoming connections in the
way you prefer; or you're installing remotely with some provisioning
tool that can be configured to deploy the desired configuration.

The fact you're not asking the installer to create an unprivileged user
doesn't strike me as sufficient grounds to automatically allow root
access via password.

Please note that you're still able to log in with a passphrase instead,
which is the suggested way to address the “logging as root” problem
(rather than going back to “PermitRootLogin yes” that used to be the
default).

Leaving this bug report open anyway, in case others want to comment on
this.
