Bug#953404: debootstrapping testing and stable results in exit 100

Version: 1.0.120
Severity: grave
Justification: renders package unusable

Hi,

steps to reproduce:

$ sudo debootstrap --variant=minbase stable debian-stable
[...]
$ echo $?
100

It works for unstable though.
