And adding -accessibility instead of just Samuel to the loop.

I don't think a server would install orca through dependencies, but
we could certainly think about installing it when performing the
installation with accessibility features turned on. I seem to remember
that we tweak the first user's X session to propagate some settings,
so I'm not sure what should be done in the case of a headless server…

Such images are prepared without the installer. In Debian, Raspberry
Pi images are prepared with those recipes, handled by the raspi team:

I would expect each vendor to have their own recipes, so you might want
to contact each of them directly, rather than expect one change to flow
into all other distributions (even if the idea behind this assumption
would be true in the general case).

I'm no Raspbian or Ubuntu specialist though, so my own views might be
off anyway…
