Not at all; the latter only affects my being asked about it. stable
isn't touched outside point release weekends AFAICT.

Packages are available in stable-proposed-updates for those who have
enabled it:

  https://www.debian.org/releases/proposed-updates.html

(This is opt-in.)

Packages that need being installed right away can be made available in
stable-updates in addition. Those are subject to SUAs, see:

  https://lists.debian.org/debian-stable-announce/

(This is enabled by default in d-i.)
