As described in lowmem's README.

Yes, section 2.5 provides values for typical use. lowmem is about values
for working at all.

On amd64, Buster's text initrd is 19M only. The gtk initrd 45M.

They happen to be what lowmem uses to determine whether to enter lowmem
mode or not, so they are supposed to be working.
