Bug#928047: advanced install doesn't set root nor installer passwords

I booted off today's daily snapshot:
http://cdimage.debian.org/cdimage/daily-builds/daily/20190426-3/amd64/iso-cd/debian-testing-amd64-netinst.iso

I selected advanced install, I choose net install via ssh. The password
for the installer user did not work. Looking at /etc/shadow there was
an * in the password field for user installer. So the installer failed
to set the password which it prompted for.

When I did the install manually, everything went smoothly until I
rebooted.  There was no setting of the root password. I needed to reboot
the installer and use rescue mode to root the box in order to log in.

Everything except the passwords was smooth and bug free (so far as I
could tell).
