I found some interesting bits:

Main problem is in my original preseed, I have not updated enough for
buster.  Done that the installation now goes to the end.  The
sources.list is still broken, with the same content has previously
shown.  The same rough preseed works as desired on stretch, minus the
replacement of words stretch and buster.  So maybe "d-i
apt-setup/use_mirror boolean false" have a change in behaviour between
stretch and buster.

What I want in the end is a sources.list with the repositories from
"d-i apt-setup/local[0-9]/repository ..." and not the original mirror
from installation.  I can explain why in another email.
