I can't reproduce this. I tried with this image:

with not network connection, and answered all questions by default
(except the ones required to continue, such as password, confirmations,
etc.), and disabling the standard tools task. On first boot at the grub
menu I chose the recovery item, typed the password, and ^C etc. were
working in the recovery shell.

So please be more specific in your report.
