regarding installer doesn't include "/usr/sbin/" in the PATH environment
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

I assume it's not on purpose not to include "/usr/sbin/" in the PATH.
(I assume it's the installer that setup the path?)

On my new installed Debian Buster directly from DVD iso:

/# echo $PATH
/usr/local/bin:/usr/bin:/bin:/usr/local/games:/usr/games
