Comments/Problems:

On all my latest installations, using the Buster netinstall,
/usr/local/sbin:/usr/sbin/:/sbin: is missing from root’s PATH after
the installation.

Not sure what component is dealing with that, sorry.

No it's not. If you actually log in with your root account, or if you
use “su -” or “sudo -i” or … instead of plain “su”, you'll see. :)

See login (stretch and before) and util-linux (buster and beyond).
