You're absolutely right, this will likely mean we can't update some
packages through unstable because they would pick up an updated
dependency on newer newt. From a quick look, that might be limited to
src:cdebconf, src:cdebconf-entropy, and src:cdebconf-terminal. I've
checked the bumped version for the first one.

Alastair: It's pretty clear that this upload wasn't meant for buster
(e.g. due to the debhelper compat change that's against the freeze
policy), so what exactly was the urgency to get that into unstable at
this point of the freeze? The fact it affects udebs is obvious given the
needed changes in the udeb's .install file, so it cannot have been an
overlook either.
