Just for the records:

I realized that I screwed up some things:
I mixed up the "D-I Internals" and the "d-i l10n + i18n guide" .

So, under https://d-i.debian.org/doc/internals you find the d-i l10n-i18n-guide
now :-(

Will fix this shortly
