* What led up to the situation?
- installing a new VM with debian-9.5.0-amd64-netinst.iso attached
- entering ESC auto url=WEBSERVER netcfg/disable_dhcp=true

* What exactly did you do (or not do) that was effective (or
ineffective)?
- nothing as from there every thing is automated
* What was the outcome of this action?
- The installation was seemingly working as expected
- after reboot a GRUB shell was presented
* What outcome did you expect instead?
- a GRUB menu and a booting Debian installation
* Did you find a workaround?
- starting the installation as "Automated install" from the ISO boot menu
- the same network configuration and preseed URL entered in the installer
produced a working GRUB menu after reboot
