Dear Maintainer,

s390-netdevice is a d-i/Debian upstream package.

netdevice.c and the top-level directory lack any copyright statements
and a licensing file.

It would be nice if the C file had the boilerplate copyright holder
and license; and for the top-level directory to ship a LICENSE or
COPYING file.

This came up as part of the Ubuntu main inclusion review of
s390-netdevice.

s390-netdevice is a native package and, as such, debian/copyright
is enough to cover the entire package without need for an extra
top-level or individual file headers.
