Bug#892323: busybox: Broken DHCP setup with multiple gateways

Dear Maintainer,

   * What led up to the situation?

Trying a installation in our local network.

   * What exactly did you do (or not do) that was effective (or

DHCP is configured to server *two* IPv4 gateways.

   * What was the outcome of this action?

Debian-Installer fails to setup IPv4 networking.
Claims that "no routers" were configured.

   * What outcome did you expect instead?

A working network configuration.

Subject: [PATCH] Allow multiple routers

According to <https://udhcp.busybox.net/README.udhcpc> "$router" is "A
*list* of routers", so do not quote it to allow IFS splitting.

Running the following command by hand shows the error:
  udhcpc -i ens3 -V d-i -T 1 -t 59 -O router -f
  ip: an inet address is expected rather than ""
