Yeah. Never found a way to work this around. Looks like apt-get has no
option to either ignore debtags or write them in a different place. I
didn't look very thouroughly, though

Unsure if this is harmful or not.

Indeed that happened some time ago for some packages. Still, this
seems to be only a problem when the d-i l10n-stats script tries to
build stats for testing, while unstable is still OK.
