Well, I am also affected by this bug. I am using "debian-live-9.0.1-amd64-mate+nonfree.iso". The workaround for me is to make bootable USB disk from the ISO and add the following:

1. "base_installable" in ".disk" folder
2. "grub-pc" deb package and its dependencies to "pool" folder (and update the corresponding Packages file)

After this, the installation can finish without having to connect to the internet. Tested on VirtualBox on my PC.

I hope this bug can be fixed soon.
