Comments/Problems:

The target system is being installed without an Internet connection via the three DVD that make up the current distribution.  When it comes to the stage in the project manager where the user is prompted to change DVD (to add additional DVD to a local repository), the DVD door is locked.  To open it, the user must rescan the first DVD (running the install) which then fails.
After scanning DVD #2 and #3, the first DVD is not recognized as the first DVD and the install ends at that (incomplete) point.
