Bug#864153: debian-installer-9-netboot-amd64: debian mini-iso manual partitioning option does not allow selecting disks

Dear Maintainer,

When installing Debian Unstable from mini-iso the manual partitioner does not
allow you to select which disk to partition.  It would only allow me to
partition the flash drive from which I booted the installer.

Guided partitioning allowed me to select the correct disk, but the manual
installer should be able to select a disk other than the one booted from.
