I am using
remove Lock = Caps_Lock
keycode 0x42 = Return
in my xmodmap file, but this is ignored on the console, of
course.

Hello,
The supported keyboard options do not depend on this package. If you
want to report this wishlist against a Debian package, then use
xkb-data. In my opinion, however, the chances to see this whishlist
fixed will be much better if you report it directly at
bugs.freedesktop.org against "xkeyboard-config".
Meanwhile, use the following in order to have the effect of caps:return
on the console:
1. Use ckbcomp in order to generate a console keyboard map that matches
your preferences (except for caps:return).
2. Open the generated file in a text editor. Find the line
keycode 58 = ..................
3. Change it in the following way:
