Bug#385628: debian-installer: Should incite the user to use different password for root and for the initial user

I'd rather not annoy users with such a prompt.  On a single-user system,
especially one using sudo for root access, using the same password for
both a user and root seems perfectly fine.  Only a multi-user system
where multiple people have root needs to worry about this.
