Debootstrap seems to fail when the running kernel is different from the chroot
environment

I think a similar issue has been picked up in Ubuntu -

I concede I may not described the problem properly, but I seem to be facing the
same issue:

debian live-helper # chroot /data/ext/live-helper/chroot
root@debian:/# dpkg --force-depends --install
/var/cache/apt/archives/libc6_2.11.2-10_amd64.deb
