since choose-mirror now segfaults (see e.g. #833768).
A couple of comments about this change:
- it is obviously *not* unused. Build log excerpt:
zh_CN... done
zh_TW... done
/usr/bin/po2debconf: 252: /usr/bin/po2debconf: ./intltool-merge: not found

Why this isn't ending the build is another topic.
- templates are now empty. Comparing control before/after:

2 files changed, 2 insertions(+), 7771 deletions(-)
control file changes are expected (updated Version + Installed-Size),
but empty templates, not really…
- it's not documented in changelog; we have advanced users having
looked at daily build logs, bisecting, and only seeing l10n updates.
This isn't ideal.
