Bug#825270: installation-guide: fuzzy translation is used in DocBook file generated by po2xml

Package: installation-guide
Severity: normal
Control: tags -1 + patch

Dear maintainer,

Fuzzy translations in PO files are used
current Debian GNU/Linux Installation Guide [1,2].

I think translating messages using fuzzy translations is a bad idea.
Because if translated document does not match with source document,
readers will be confused. This issue is caused by script 'create_xml' [3].
'fuzzy' entries must be eliminated from PO files
just before 'po2xml' invocation (because po2xml ignores 'fuzzy' flag [4]).

I attached a patch to fix this issue.
It would be appreciated if someone review and merge it
when you think the concept is reasonable.
