I guess that the source of the problem is probably a missing
driver module for the AXP209 PMIC in the d-i module udebs. IIRC,
with kernel 4.3 proper USB functionality and a few other things
on the A20 now depend on the availability of the axp20x_regulator
module, while this wasn't the case with older kernels.

The axp20x_regulator module is available in the regular kernel
package, but not included in any module udeb, so adding it (to
core-modules for armhf?) should hopefully solve the issue.

Reassigning the bug to src:linux.
