It is easy to replicate (tested on a computer with very long and stable
operation) the problem under qemu:
qemu-system-x86_64 -enable-kvm -cdrom debian-installer-amd64-testing-netboot-mini-20160806.iso -m 1024
It happens both under BIOS and UEFI (-bios OVFM.fd switch). With -smp 4, and without.
It also happens in normal and expert installations.
Always in the same spot in choose-mirror.
