Yes, that's something I noticed during testing, and tracked down to apt:
  https://bugs.debian.org/829534

Short story: that's due to floats being emitted in a locale-dependant
manner, meaning installations in e.g. French and German get such
decimal numbers represented with a comma instead of a dot, making
debconf-apt-progress a bit sad.
