I suppose debian-installer could ship a "blank" image without u-boot, but with the kernel+initrd+dtbs+bootscripts, then installing u-boot and whatever blobs are needed would be nominally easier. It would also simplify testing newer u-boot versions, or platforms that aren't yet supported in debian-installer, but are supported in the kernel and/or u-boot packages in debian. live well, vagrant
