I forwarded your message to the respective bug-report.
In my opinion the workaround, which I don't fully understand to be honest, does not have
much relevance for the PC-platform, since most BIOSes do boot from USB nowadays, often
even from USB3, but it might be useful for ARM or other architectures, i.e. it's probably
easier to work around the non-bootable installer-image than bootstrapping manually or
building an image otherwise.
You can post your proposal to the debian-users mailing-list or to
debian-boot and point to the installation-report.
