Restarting /etc/init.d/console-setup.sh helps, renaming console-setup.sh to
console-setup doesn't. 

   * What was the outcome of this action?

After /etc/init.d/console-setup.sh restart, everything is fine.

   * What outcome did you expect instead?

Not to do the restart.
