Bug#816090: console-setup: does not avoid waiting for $remote_fs during early boot

With the current versions (<=1.137) if /usr is not mounted by a networked file 
system, then it is safe.  If /usr is networked, then the sysadmin has to run 
manually 'setupcon --save-only' when the installation completes and each time he 
modifies the configuration files of console-setup.

With the next release, I don't know yet.
