I am experiencing the same exact issue on the boxes where systemd is
PID 1.
I have different console settings, but they are not restored at boot,
until I manually issue the setupcon command.

I think the severity of this bug is at least important.
Failing to set the console configuration at boot with systemd (which is
the current default init system in Debian) is a really annoying
misbehavior.

Dear console-setup maintainers, this bug has been reported quite some
time ago: is there any progress on this?

Please fix this issue.
