We are not talking about the language list, but the keyboard
layout list.  You will see there quite a few cases where
the country is used.  Perhaps there is an adjective for the
Philippines country that could be used (or perhaps "philippines"
is already an adjective, I don't know), but at any rate it's
really the country that is being referenced, not the language,
see xkb-data reading as "Philippines National Keyboard Layout"

Same answer: we are talking about the keyboard layouts, not languages.
Burmese doesn't appear there in RC1.
