FYI, a while ago I reported this bug:
We are using the new libcap2-udeb in Tanglu already for a while[1],
without experiencing any problems, so adding it to Debian might be a
good idea.
(Removing it from udev would be a pretty invasive change, as far as I
remember when looking at it back then)
