Bug#778722: console-setup: Bulgarian default keymap does not work

Currently, in d-i, when choosing the Bulgarian language and Bulgaria
country, the default keymap is US.  The keyboard-configuration.config
script indeed sets us,bg as default, but then does tricky things I don't
understand.
