The new boot.scr bootargs handling needs some work before it is suitable
for Jessie, so filing this as an rc bug.

The main issue is the unconditional override of the u-boot environment
bootargs, which is surprising to users and perhaps wrong e.g. it can
omit console settings etc.
Some more minor issues:
* Default /etc/default/flash-kernel:LINUX_KERNEL_CMDLINE is not
set when flash-kernel is upgraded. It is only set for fresh
install, perhaps set from /proc/cmdline?
* Debconf stuff for LINUX_KERNEL_CMDLINE should only be active for
systems where it will be used via the boot.scr. In particular on
systems with Bootloader-Sets-Incorrect-Root: yes it should not
be presented. Should not create /e/d/f-k in this case?
