Bug#744863: punjabi installation broken (or at least rescue mode)

To reproduce, a daily mini.iso from netboot-gtk on amd64 is sufficient,
picking Punjabi and default settings afterwards.

It looks like console-setup-udeb is indeed getting configured OK,
according to strace on udpkg and postinst scripts. The dpkg status file
is even altered to contain this:
| Package: console-setup-udeb
| Status: install ok installed

so I guess the issue is not in console-setup. For some reasons,
main-menu starts over again:

I'm not sure about why yet though.
