base-installer/finish-install.d/90base-installer
7:	/target/etc/dpkg/dpkg.cfg.d/force-unsafe-io

base-installer/library.sh
37:DPKG_CONFDIR=/target/etc/dpkg/dpkg.cfg.d

so if it's about configuring dpkg through dpkg.cfg.d, base-installer
looks like the place to implement this. What do you think?
