Hum, I tried with a T5220 with debian 7.5 /wheezy.
Same result, the strcmp is ok.
Could you try with unstable ?

Tested on niagara T5220:
 with wheezy 2.13 glibc:
root@skynet:~# ./test_strcmp
result from strcmp('\0000','\0001' is -1)
result from memcmp('\0000','\0001' is -1)

Tested from debootstrap sid on the same niagara :
root@skynet:/# ./test_strcmp
result from strcmp('\0000','\0001' is 0)
result from memcmp('\0000','\0001' is -1)


So, glibc-2.18 is broken on sparc.
