I've tried setting mirror/udeb/suite=sid and patching net-retriever. wireshark says I'm getting Packages.xz on ftp.fr.debian.org, and Packages.gz on my local mirror (see debmirror's #737057). With mirror/udeb/suite=testing, I'm only getting Packages.gz on both locations since it's not advertised in Release files yet.
